Steaua has spent years in Liga 2 and currently faces the risk of missing the play-off for the second time.

The situation is complicated by new Federation regulations which state that teams operating under public law will not have access to promotion starting from the 2028/29 edition.

Steaua legend Ștefan Iovan addressed these issues in an interview, expressing his desire to see the atmosphere at Ghencea return to its former intensity.

Iovan criticized former Minister of Defense Radu Miruță for cutting funds, which he said prevented the club from signing better players.

Miruță has since been replaced as Minister of Defense by Ștefan-Radu Oprea.

Iovan indicated that pressure remains on the new ministry leadership regarding the club's future structure.

Creating a new commercial company for the football section requires modifying the Ministry of Defense organization law.

This legal change was not possible during the five-month period of the interim government.

Victor Pițurcă stated on September 30 that Steaua would have promotion rights next season with 99 percent certainty.

Pițurcă also claimed that a private investor would associate with Steaua's section and become the majority owner.

The football team operated with a budget of almost 2 million euros.

In a separate context involving club valuations, Gigi Becali set a clause of 20 million euros for a player.

Administrative changes have also occurred within the Federation, with Codrin Munteanu appointed as the new secretary general replacing Bachide.
