Tudorel Stoica has reported that investors have approached Steaua regarding the legal structure necessary for the club to gain promotion to Liga 1. Stoica indicated that the situation appears close to a resolution, although the outcome remains dependent on the Minister of Defense.

The current Minister of Defense, Radu Miruță, has reportedly agreed to address the issue facing the club. Stoica stated that Miruță recently discussed the matter with the club commander as part of efforts to find a solution.

Victor Pițurcă also recently revealed that there is renewed interest from investors concerning Steaua. This aligns with the reports from Stoica regarding external parties looking to assist the club.

Steaua faces a specific regulatory hurdle under the Sports Law. The club holds a public law status, which requires an association with a private entity to comply with FRF regulations for participation in Liga 1.

This legal barrier has prevented the team from reaching the top flight despite strong on-field performance. Steaua finished in direct promotion or playoff spots in each of the last five years but was never promoted to Liga 1, with other teams taking their place.
