The Romanian Football Federation (FRF) and its president Răzvan Burleanu have declined the invitation to participate in the FIFA U15 World Cup. The decision comes despite FIFA extending invitations to all 211 member federations for the event scheduled in Azerbaijan from 22 to 31 October 2026.

The FRF cited three primary reasons for the boycott. The federation stated that the event is not included in the official football calendar. They also pointed to logistical issues associated with the specific 7+1 format required for the tournament. Additionally, the refusal serves as a direct message to FIFA president Gianni Infantino.

The competition utilizes a distinct 7+1 format, which features eight players per side including goalkeepers. Matches are played on a pitch measuring 68 by 47 meters, using normal-sized goals. This setup differs significantly from standard professional matches.

Game rules include two halves of 20 minutes each, separated by a five-minute break. Teams can make unlimited substitutions from a squad of 14 players. The offside rule applies only beyond 14 meters from the goal line. Eligibility is restricted to players born in 2011 or 2012.

Gianni Infantino estimated that approximately 4,000 children would take part in the U15 World Cup. Russia is set to participate in the tournament under friendly conditions, joining 180 other teams that accepted the invitation.

Romania is not alone in its decision to withdraw. Several other national federations also declined the invitation. These include Germany, Belgium, the Netherlands, Austria, Switzerland, Sweden, Norway, Denmark, Finland, Iceland, Ukraine, Serbia, Slovenia, Armenia, San Marino, Liechtenstein, the Faroe Islands, the USA, North Korea, Libya, and Eritrea.

The active U15 national team of Romania recently competed in the 2026 Torneo delle Nazioni. During that tournament, the team played matches against Austria, Portugal, and Italy.
