Andrei Nicolescu, the president of Dinamo, has called for clearer regulations governing the mix of private financing and public funds in Romanian sports. He made these remarks during a recent legislative discussion focused on updating sponsorship laws.

The debate took place on 14 October 2026. It was organized by the Commission for Youth and Sport within the Chamber of Deputies. The session addressed proposed changes to the legal framework surrounding sports sponsorship and funding.

Nicolescu pointed out that significant amounts of money from public funds and local budgets already flow into football. He suggested that this existing financial support requires better oversight and structure to ensure it is used effectively.

He proposed that any club receiving public support should be required to demonstrate professional functioning. This would include maintaining real organizational charts and providing verifiable financial statements as a condition for eligibility.

Nicolescu argued that public money should not simply be handed over without conditions. He emphasized that clubs must show they are operating as professional entities before they can access state or local budget resources.

The Dinamo president also outlined where he believes public support should be directed. He stated that priority should be given to sports infrastructure, youth development programs, and sports education initiatives rather than general operational costs.
